A M24 Lotta rifle sling. It is Civil Guard.

If you look closely at the above picture, you can see the SY markings (which indicate Civil Guard issue) and the 1924 date stamp.
A p.s. from James Parker:
The SY was the early version of the SK.Y mark. The Finns didn't start using the SK.Y mark until around 1931 on the 28/30's.
